Overview
The Zoning Commission reviews zone change requests for recommendation to the Board of Trustees and approves final development plans.
Cases Currently for Review
The Zoning Commission will meet on February 18, 2026, at 7:00 pm at the Symmes Township Administration Building to consider the approval of a modification to a Final Development Plan for Express Wash Concepts at 12167 Montgomery Road to remove the westernmost existing pay station island and install a new pay station booth in the same location.

2025
- Reviewed a zone change application to change the zoning from "EE" Planned Retail to "OO" Planned Office to convert the existing office building into a cultural center, including church uses, classrooms, office space and other uses not permitted at 8800 Governors Hill Drive. - Review a modification to a Final Development Plan to allow replacement of the existing freestanding sign with a new freestanding sign and construction of a new garage building adjacent to the existing office building located at 11865 Enyart Road. To view the plans, click here.
- Review a modification to a Final Development Plan to allow the demolition of the former Burger King building and construction of a new Take 5 oil change building with associated service bay lanes and parking area. To view the plans, click here.

2024
- Discussed revising the language of Sections 62.1, 66.1, 70.1, 74.1, 78.1, 82.1 and 92.1 (Use Regulations) and Sections 64.4, 68.4, 72.4, 76.4, 80.4, 84.4, 94.4-1 and 94.4-2 (Intensity of Use for Residential Districts) of the Zoning Resolutions. Revising Text Language (PDF).
- Reviewed a modification to a Final Development Plan to allow for the conversion of the existing office building into a 64-unit apartment complex, including parking lot revisions and installation of new landscaping and a dog park area at 8790 Governors Hill Drive. - Reviewed a Final Development Plan to allow construction of a drive-thru and walk-up coffee shop on the site with associated parking lot modifications, landscape installation and signage at 9201 Fields Ertel Road (Kohls outparcel). To review the plans, click here.
- Reviewed a Final Development Plan received from Silver Spring House to revise the approved sidewalk size and location along the Snider Road frontage at 8322 East Kemper Road and 11540 Snider Road. To view the plans click here.
- Reviewed a revision to a previously approved Final Development Plan to allow construction of a drive-thru walk-up coffee shop on the site with associated parking lot modifications, landscape installation and signage at the Kohls outparcel lot at 9201 Fields Ertel Road. - Discussed the revision of the language of Article IX-A "O" Residence District, Article X "E" Residence District, Article XIII-B "OO" Planned Residence District, and Article XIII-C "EE" Planned Residence District Regulations and Section 144 Development and Maintenance of Parking Areas of the Symmes Township Zoning Resolution. The proposed text amendments were initiated at the Township Trustees meeting on April 2, 2024 and have been submitted to the Hamilton County Regional Planning Commission for review and comments. - Reviewed a zone change application received to change the zoning from "A-2" Residence to "DD" Planned Multiple Residence for the construction of a 13-unit townhome development in six separate buildings where each unit would be on individual lots with associated landscaping and parking and one curb cut onto the road. - Reviewed a Final Development Plan to allow designation of a portion of the existing parking lot in front of a vacant big box store to be used for display of vehicles for sale until the remainder of the car dealership project is completed. - Reviewed text amendments initiated to Section 31 Definitions, Section 386 Specific Criteria Pertaining to Conditional Uses and Table 35-1 of the Zoning Resolution for Adult Use Cannabis. To view amendments, click here.
- Reviewed a request from First Watch to modify an existing Final Development Plan to allow for an outdoor patio and dining area at the premises at 11301 Montgomery Road. To review the plans click here.
- Reviewed an amended application received by Ackerman Group for a revised Final Development Plan (FDP) that previously allowed conversion of the existing office building at 8600 Governorshill Drive into a 205-unit apartment complex, including construction of new parking garage buildings, swimming pools and other site amenities. The revisions include changes to the proposed building access and parking, make adjustments to the approved landscape plan and fix errors in the approved lighting plan for the apartment conversion project on the site. - Reviewed a Final Development Plan to construct a 13-unit townhome development in 6 separate buildings where each unit would be on individual lots, with associated landscaping, parking and one curb-cut onto East Kemper Road. - Reviewed an amended application received by the Ackerman Group for a revised Final Development Plan (FDP) to add building and freestanding signage to the recently approved apartment conversion project at 8600 Governors Hill Drive. To review the plans, click here.
2023
- Reviewed a major revision to an existing "EE" Planned Residence District and zone change application received to change the zoning from "A" Residence to "EE" Planned Residence District (with subservient retail). The applicant plans to replace the existing "EE" Planned Residence and expand the existing Silver Spring House property to allow the demolition of an existing single-family home for the construction of a parking lot addition at 8322 East Kemper Road. - Reviewed a Final Development Plan modification to modify the approved development plan to expand the dumpster enclosure and trash handling area behind the Honda dealership building located at 9131 and 9151 Fields Ertel Road. View a copy of the plans (PDF).
- Continued the review of a modification to the Final Development Plan to allow a proposed remodel of the Burger King building and parking lot located at 9065 Fields Ertel Road. Review the revised plans (PDF).
- Reviewed an amended application for a revised Final Development Plan that previously allowed conversion of the existing office building at 8600 Governors Hill Drive into a 205-unit apartment complex, including construction of new parking garage buildings, swimming pools, and other site amenities. The owner is now asking for a revision to lower the number of apartments from 205 to 201, move the pool area to the rear of the building, the workout facility within the building, and the parking garages have been eliminated which no longer necessitates the setback variance. 2022
- The Zoning Commission met for the purpose of revising the language of Section 31 Definitions, Section 51 General Provisions, Section 137 "EE" Planned Residence District, Section 143 Shared Parking, Section 146 Outdoor Lighting, Section 171 Additional Use, Height and Area Regulations and Exceptions, Section 320 Variable Message Centers, Section 321 Wall Signs and Variable Message Centers, Section 351 Detached Garage, Storage, Structures and other Detached Structures of the Symmes Township Zoning Resolution. The proposed text amendments were initiated at the Township Trustees meeting on February 8, 2022, and have been submitted to the Hamilton County Regional Planning Commission for review and comments. - Snider Road Multi-Family - Reviewed a zone change application received to change the zoning from "A" Resident to "OO" Planned Residence (with subservient office) for the construction of an 80-unit apartment complex in a one three-story building and a 2,000 s.f. storage building on the property with associated surface parking and one new access point from Snider Road. - Silver Spring House III - Reviewed an amended application received for a Final Development Plan (FDP) to reduce the size of an approved but not constructed addition to the rear of the building, change the approved outdoor seating area, approve cooler addition and storage building that is located at 8322 East Kemper Road. - Kohls Outparcel - CASTODW II LLC - Reviewed a zone change/major revision received by Gregory Malone, applicant representing CASTODW II LLC owner, for a major revision to allow the creation of an outparcel in front of the existing Kohls store for the purpose of constructing a future additional commercial building utilizing existing parking lot space and access points at 9201 Fields Ertel Road, on the south side of Fields Ertel Road (Parcel Number 620-0190-0060). - Union Savings Bank - Reviewed a Final Development Plan modification to replace the existing electronic building signs on the existing bank building with new ones at 8534 East Kemper Road (Parcel Number 620-0190-0026). Review the plans (PDF).
- Hearthstone - Geromes Way Wall - The Zoning Commission will review a final development plan modification to allow the construction of a retaining wall in the rear yard of an existing single-family home with less setback than required from the northern and southern property lines. The subject property is located at 9155 Geromes Way, on the west side of Geromes Way, northwest of McKinney Road (Parcel Number 620-0180-0664). - Tidal Wave Car Wash - Continued a review of a modified Final Development Plan to demolish an existing restaurant building and construct a new car wash facility on the property with associated accessory structures at 9936 Waterstone Boulevard. Review the modified plans (PDF).
- LaJaiba Restaurant - Reviewed a Final Development Plan modification to add an outdoor dining area for customers at 11941 Montgomery Road. Review the plans (PDF).
- Governors Hill Apartments - Reviewed an amended application received by Brian Henning, Ackerman Group (applicant), and CVG Partners IV LLC (owner) for a Final Development Plan to allow conversion of the existing office building into a 205-unit apartment complex including the construction of new parking garage buildings, swimming pools, and other site amenities at 8600 Governors Hill Drive. - Snider Road Townhomes - Reviewed a zone change application received by the Morelia Group to change the zoning from "A" Residence to "DD" Planned Multiple Residence for the construction of a 20-unit townhome development on the property at 11720 Snider Road with associated surface parking, access drives and one new access point from Snider Road. - A Public/Staff Review was held with Silver Spring House to consider a proposed zone change from "A" Residential and "EE" Planned Retail to "EE" Planned Retail with new conditions for a new parking lot. The owner proposes to combine two adjacent lots and create 126 new parking spaces for the existing business. Review the plans (PDF).
2021
- The Zoning Commission reviewed an amended application received by Darin Ranker, Darin Ranker Architects and Associates, LLC, representing SIDHU Investments LLC for a Final Development Plan for the modification approval to allow the conversion of the existing commercial building for a car sales use including outdoor storage of vehicles in the existing parking area at 12140 Royal Point Drive, on the east side of Royal Point Drive, south of Fields Ertel Road and north of Governors Way. - The Zoning Commission reviewed a major revision to an existing "EE" Planned Residence district and a zone change from "OO" Planned Residence (with subservient office) to "EE" Planned Residence (with subservient retail) received by Randall Merrill, MSP, representing SSC Governors Plaza WM LLC, to demolish an existing strip retail building and renovate and expand an existing big box retail building to allow for a proposed car dealership use on the property, with associated parking lot modifications and access points onto Fields Ertel Road, Union Cemetery Road and Montgomery Road at 9365 Fields Ertel Road, located on the southeast corner of the intersection of Fields Ertel Road and Union Cemetery Road (Parcel Number 620-0190-0573/0574). - The Zoning Commission reviewed an amended application received by Erin Gogolin, Bohler Engineering, representing BRE Retail Residual Owner 2 LLC for a Final Development Plan (FDP) for the modification for approval of a new standalone ATM machine in the parking lot of the existing retail center and is located at 11315 Montgomery Road, on the west side of Montgomery Road, south of East Kemper Road (Parcel Number 620-0210-0658). - A Public/Staff Review was held to discuss a proposal received for a zone change from "E" Planned Residence with Retail and "OO" Planned Office to "OO" Planned Office to "EE" Planned Residence with Retail on both parcels. - The Zoning Commission reviewed an amended application received by Gregory Bennett of Kleingers Group, representing Robert McCabe Real Estate Group, for a Final Development Plan (FDP) for the modification of the approved streetscape area along Fields Ertel Road to allow the construction of parking and driveway access to a proposed Thorntons convenience store and gas station at 12172 Fields Ertel Road which is located on the southeast corner of the Fields Ertel Road and Montgomery Road intersection (Parcel Number 620-0190-0610). - The Zoning Commission reviewed an amended application received by Ray Meyer Sign Company representing ACABAY GOV HILL LP for a Final Development Plan (FDP) for the modification of a building sign larger than previously approved for the top of the southern building facade at 8805/8845 Governors Hill Drive which is located on the south side of Governors Hill Drive, west of Mason Road and north of Chapelsquare Drive (Parcel Number 620-0202-0001/0048). - The Zoning Commission reviewed an amended application received by William Shalk, KBA Inc. representing Bay Gov LLC for a Final Development Plan for the modification approval to allow the construction of a new standalone ATM structure within the existing parking lot for the office use on the property (Union Savings Bank) which is located at 8805/8845 Governorshill Drive on the southside of Governors Hill Drive, west of Mason Road and north of Chapelsquare. 2020
- The Zoning Commission reviewed an amended application received by Brian Doll, Cincinnati United Contractors Inc. for a Final Development Plan (FDP) to allow the construction of a 3,158 s.f. building addition and walk-in cooler on the main building and installation of a 500 s.f. storage shed on the property. The subject property is owned by Silver Spring House and is located at 8322 East Kemper Road, on the northeast corner of Kemper and Snider Road intersection (Parcel #620-0210-0040). - The Zoning Commission reviewed a modification received by Peter Kaiko, Solli Engineering, and SG Loveland Real Estate, LLC to create a separate parcel for the existing Burger King fast food restaurant within the existing shopping center with less rear yard setback than required.
