Opening

The meeting was called to order at 7:10 p.m.  Members of the Board present were: Mr. Philip Beck, Mr. Kenneth Bryant and Mrs. Kathryn Wagner.

Also present:  Gerald Beckman - Township Administrator; Carol Sims - Township Assistant Fiscal Officer.

MRS. WAGNER moved to appoint Carol Sims as Acting Fiscal Officer.  Mr. Bryant seconded the motion and the roll call vote was as follows: Mrs. Wagner - 'aye'; Mr. Bryant - 'aye'; Mr. Beck - 'aye'.

The meeting was held at the Township Safety Center.

New Business

 MR. BECKMAN stated the purpose of this meeting was to review the preliminary plans for Humphrey Road Sidewalk - Phase I and Phase II.  Phase I is from Liberty Hill to Mistymorn and Phase II is from Mistymorn to Pinto. 

TAMMI SCHLAGBAUM, JACOBS ENGINEERS - Reviewed the existing sidewalk from Hopewell Park to Liberty Hills.  Phase I sidewalk is planned for the east side of Humphrey and Phase II would be located on the west side.  This decision was based on an on-site review of the area.

Mrs. Schlagbaum provided an overview of the preliminary plans for Phase I and stated that the majority of work will be located within the existing right-of-way.  Mrs. Schlagbaum advised that the Township has received approval from the Hamilton County Engineer for a proposed road crossing in order to connect to Phase II.  The proposed crossing is located at a high point in the road and there is good visibility.

BRAD VIGRAN, 9854 MISTYMORN - Questioned if the ditch would be eliminated.

MRS. SCHLAGBAUM advised there would still be a ditch and there would be some storm sewers.  The sidewalk would be at about 6" which is the height of new curb.  There would also be a slope.

Mrs. Schlagbaum further advised that there would be crosswalk signage approximately 200 to 300 feet before.  There is currently no plan for an overhead light at the crosswalk.

ALISON MOSS, 10100 HUMPHREY - Questioned what trees would be affected on the private property.

MRS. SCHLAGBAUM noted that there are no trees affected on her property.  Phase II does reflect several trees which are marked for removal; however, most of the trees are located within the right-of-way.  The Township will be working with those property owners.

MR. BECKMAN explained the next step would be for the Board to decide how to proceed with the project.  Once this decision is made, the consultant would develop the construction drawings.  At this point, the Township would be in contact with the property owners regarding obtaining necessary easements.

Mr. Beckman advised that the estimate for Phase I is $250,000 and Phase II is $300,000.  These amounts do not include any cost for easements.

MR. BRYANT stated the Board will look at the two phases and make a decision.  The Board does agree that Phase I is a priority.

MR. BECK stated the Board wants to make the "S" curve safe for residents wishing to go to the Hopewell Park.

KATIE STRIKE, 9904 HUNTERS RUN - Questioned if there were other sidewalk projects scheduled before Phase II.  Mrs. Strike agreed that the "S" curve is dangerous; however the area from Hunters Run to this curve is also dangerous.

MR. BRYANT stated there is very little property to be purchased in Phase II.  There is more involved with Phase II which will cause the price to increase.  Mr. Bryant advised that it is a matter of economics vs. safety issues and the Board needs to look at all the Township.

MR. BECK questioned if there are any potential problems in obtaining easements for this project.

MRS. SCHLAGBAUM stated that Phase I is very simple as twenty-five (25%) of the sidewalk is in front of one property owner - the cemetery.  There are more properties with large frontages with existing landscaping located in Phase II.  The Township plans on working with individual property owners before doing any final construction drawings.  

MR. BECK questioned the timeframe.

MR. BECKMAN advised that the next step would be for Jacobs to provide easement drawings so that the affected property owners could be contacted.

MRS. SCHLAGBAUM recommended that Staff work with several property owners before preparing these easement drawings. The Hamilton County Engineer will need to review and approve the drawings once the design is finalized.  It would take approximately three months to prepare the final construction drawings and prepare a bid packet.

MR. BECKMAN stated the project could start in June 2009, with completion within three months.

MR. BRYANT reminded the Board of the problem the Township had with the Lebanon Road sidewalk project.

JOSEPH ABRAHAM, 10005 HUMPHREY - Requested a copy of the proposed plan in order to review them before meeting with the Township.

MR. BECKMAN stated he has requested Jacobs to provide a better cost estimate for this project and this information should be available at the next meeting.

MR. BRYANT suggested that the Township Administrator contact residents to determine if there are any problems which could change the direction of the sidewalk.

MR. BECK moved to request Jacobs Engineers to provide cost estimate for the preparation of easements, construction, etc. documents for review and discussion at the next meeting.  Mr. Bryant seconded the motion and the roll call vote was as follows: Mrs. Wagner - 'aye'; Mr. Bryant - 'aye'; Mr. Beck - 'aye'.

MRS. SCHLAGBAUM advised that she has provided Mr. Beckman with preliminary drawings on the easements and would be unable to provide an exact estimate until construction drawings are completed.

ROSS VIGRAN, 9951 MISTYMORN - Questioned the number of easements required for Phase I.

MRS. SCHLAGBAUM stated there appears to be a small number of permament easements and approximately eleven for temporary ones.
