SPECIAL MEETING

The meeting was called to order at 7:00 p.m.  Members of the Board present were:  Mr. Kenneth Bryant, Mr. Eric Minamyer and Mr. John Borchers.

Also present:  Gerald Beckman - Township Administrator; Carol Sims - Township Assistant Fiscal Officer.

MR. MINAMYER noted that Mrs. Wagner is not present due to car problems.

The purpose of the meeting was to award the contract for the Lebanon Road Sidewalk Project and to discuss proposed leases with the Symmes Township Historical Society and the Cincinnati Horticultural Society for the property located at 11887 Lebanon Road.

New Business

MR. BECKMAN advised the following bids were received for the Lebanon Road Sidewalk project:

       Advanced Contractors       $161,314.00
       Jeffrey Allen Corp.       $162,310.60
       Hendy, Inc.       $137,603.50

Mr. Beckman stated that Township Staff has reviewed the bids received and recommends the bid be awarded to Hendy Inc.  Mr. Beckman noted that this company constructed the sidewalks on Rich Road.

MR. MINAMYER moved to amend Permament Appropriation 11-C-4 from $96,634.17 to $156,634.17.  Mr. Bryant seconded the motion and the roll call vote was as follows: Mr. Minamyer - 'aye'; Mrs. Wagner - 'absent'; Mr. Bryant - 'aye'.

Mr. Minamyer moved to award the contract for the Lebanon Road Sidewalk Project to Hendy, Inc., 7968 Wesselman Road, Cleves, OH 45202 in the amount of $137,603.50.  Mr. Bryant seconded the motion and the roll call vote was as follows: Mr. Minamyer - 'aye'; Mrs. Wagner - 'absent'; Mr. Bryant - 'aye'.

MR. MINAMYER noted that the Board was previously given a copy of the proposed lease for review.  Mr. Minamyer questioned if any changes have been made.

MR. BECKMAN advised there were just some minor word changes and an attachment has been included depicting the area.

MR. BRYANT stated this lease does not reflect the Society being able to occupy a portion of the Meade House.

MR. MINAMYER advised that issue is a separate item and still subject to discussion.

MR. BRYANT questioned if the attachment was a survey plot of the property.

MR. BECKMAN stated that was correct.

MR. MINAMYER stated that attachment shows the approximate location of the parking area and restrooms, as well as the log house.  The attachment is not meant to be specifically binding to a particular mete and bound.

MR. MINAMYER moved to enter into a Lease Agreement with the Symmes Township Historical Society as set forth in the lease agreement with an effective date of August 14, 2007 for a twenty year period.  Mr. Bryant seconded the motion and the roll call vote was as follows: Mr. Minamyer - 'aye'; Mrs. Wagner - 'absent'; Mr. Bryant - 'aye'.

TED KALSBEEK, 12129 MAPLE DRIVE (45140) - Expressed the Society's appreciation for the Board working with the Historical Society on this important project.

MARY MARGARET ROCHFORD - Advised she is the current President of the Cincinnati Horticultural Society and introduced the other members in attendance.

Mrs. Rochford stated the Society is very excited about the possibility of entering into a relationship with Symmes Township.  Part of a long range plan was to find a location for a horticultural center.  The Society is interested not only in the house, but the property in order to develop a top quality children's garden.  They would like to create something that would be a destination for the entire area, as well as a welcoming center for the community.  This property could be used as an opportunity to educate parents and children.  Mrs. Rochford advised she would be happy to answer any questions about the proposal submitted.

MR. MINAMYER stated the Board is very excited to have the Society come to the Township.  The Meade House is over 100 years old and the Township is prepared to make an investment in this structure.  Mr. Minamyer further stated that the Township would welcome the placement of displays within any of the other park areas.  The Historical Society has indicated a desire to work with the Horticultural group on the plantings for the log house.

MR. MINAMYER noted that the current show at Coney Island lacks the flair of the shows held at Ault Park.  Mr. Minamyer stated the Township feels it would be able to easily accommodate this show and would like to work with the Society to provide a place for its annual flower show in Symmes Township.

MRS. ROCHFORD stated there are some disadvantages to the Coney Island site, but currently they do not have any short or long term plans at this time.

MR. MINAMYER questioned if the Meade House would meet the Society's need for office space.

MRS. ROCHFORD stated she felt the Meade House would be appropriate for a horticultural staff. There is currently a problem with warehouse space.

MR. MINAMYER noted there is a cinder block structure behind the Meade House which could be torn down and a modern facility built which would blend into the historic look of the property.  This new facility could include the possibility of a place for caterers to utilize.  Mr. Minamyer stated there is also enough space should there be a need for a greenhouse.

MRS. ROCHFORD stated she felt the Township would be amazed at the potential income that could be generated from renting out this space.

MR. BRYANT stated his family is very excited about this joint possibility for the Township.  Mr. Bryant further stated it is important to maintain the Symmes Township identity.

MR. MINAMYER stated the Board is willing to enable the experts to improve the area.

MR. MINAMYER stated the next step would be for the attorneys to work on a proposed lease agreement.

The meeting adjourned at 7:35 p.m.
