The Ad Hoc Master Plan Steering Committee held a meeting on Thursday, November 8, 2007 at 6:30 p.m. In attendance were: Brad Vigran, John Goedde, Ron Salatin, Greg Kessler, John Dowlin, Jr., Kathy Wagner, Jerry Beckman, Wendy Moeller from McBride Dale Clarion and Russ Sparks from Hamilton County Rural Zoning.
Wendy passed out the Transportation and Land Use & Development portions of the Master Plan for review. Below is a summary of the issues that were discussed.
Transportation
It was noted that the Township will continue to expand the sidewalk and trail system wherever connections will provide the highest amount of access for residents to commercial and public uses.
The Township will be an advocate for local interests as it relates to the improvement to county and regional improvements. The list of projects needs to be prioritized.
When considering traffic control and management, the Township will rely on the most recent version of the Ohio Manual of Uniform Traffic Control Devices.
The Township will have a well-maintained and safe network of local roads. Consideration is being given to including speed humps to residential streets. The Committee feels that they are too expensive to install and will be too costly to maintain but want to find ways to deter speeders in residential neighborhoods. Wendy will gather more information on this subject and report back at the next meeting. Also, curb cuts should be eliminated for better traffic flow.
Land Use & Development
It was noted that the County currently administers the Township's zoning policy and will continue to do so as long as the Township desires. The Committee feels, however, that the Township should become more independent. This position could then handle other duties such as nuisance complaints.
It was noted that the Land Use Development plan was last updated in 2003 by the Ad Hoc Land Use Committee. In order to save time, it was decided that the Master Plan Steering Committee would update this plan and then incorporate it into the Master Plan. The process for establishing a Land Use Plan is to label all land use changes through zone changes and annexation then to identify "hot spot" areas. It was determined that these "hot spot" areas should include such areas as Remington, the Landfill area, the Loveland Madeira transient vendor area and the riverfront district, which needs to be more restricted due to the flood plain.
It was pointed out that the Zoning text has been updated and is ready except for the riverfront district issue.
It was suggested that we adopt architectural standards in zoning for more uniformity. We should also research all tools available such as TIF.
Russ will make up a map and circle areas that need to be looked at for the Committee's review.
The next meeting will be held on December 11, 2007 at 6:30 p.m. The Land Use process will begin at that time.
