A meeting of the Ad Hoc Master Plan Steering Committee was held on Wednesday, May 7, 2008 at 6:30 p.m. In attendance were: Brad Vigran, John Goedde, Greg Kessler, Ron Salatin, John Dowlin, Jr., Ken Bryant, Phil Beck, Jerry Beckman and Wendy Moeller.
Wendy Moeller noted that MSA is still putting strategies together for Harpers Station and that she is still waiting for the revised Land Use map from Hamilton County Zoning. She also noted that Deerfield Township has upped their zoning standards for the Field-Ertel Road corridor and showed everyone a copy of the plan.
Mr. Beckman announced that the Board of Trustees is trying to develop a Community Reinvestment Area (CRA) on Montgomery Road from Fields Ertel Road to I-275.
Wendy then passed out draft copies of the Master Plan. She asked that the Committee members review the plan and make their recommendations so that she could update the plan before the public hearing, which is scheduled for May 14th at 7:00 p.m. at the Safety Service Center. The next step after the public meeting will be to meet with select groups before the plan is finalized.
Some of the recommendations were:
- Include a description and concept of the Ten Year Comprehensive Master Plan.
- Put emphasis on the Township's identity and define a vision.
- Include information on the road levy under Road Maintenance.
- Indicate all roadway improvement projects that are not funded at this time.
- Include the upgrade of the intersection of Union Cemetery Road and Lebanon Road as a project.
- Include Humphrey Road as a planned sidewalk improvement.
- Include the origin date of the Symmes Township Community Enhancement and Safety Sidewalk Plan.
- Include check marks to indicate the sidewalk projects already completed.
- Include Governor's Way and Union Cemetery Road as a priority intersection improvement.
- Need to note that the intersection improvements involve multi-jurisdictions.
- Need to emphasize that safety issues are also used to identify and prioritize sidewalk improvements.
- Need to move the Quality of Life section to the beginning.
- Need to emphasize that the Township will make efforts to connect pockets of neighborhoods, wherever possible.
- Include information in the plan that states that bike paths will be developed when and if practical.
- Change the Land Use Plan to an 11 x 17 size and include Camp Dennison as part of the map instead of having it highlighted in a box.
- Business areas need to be highlighted on the map.
- Identify what a Land Use Plan is.
- Need to reword information under Zoning so that it states that the Township will evaluate the hiring of appropriate personnel for "in-house" zoning administration and enforcement.
- Distinguish between property maintenance and nuisance.
It was determined that the public meeting will include an overhead presentation of the revised plan with color handouts available.
